What is a backflow prevention device and why does it need to be tested?
Water distribution systems are designed with the intention of water flowing in one direction - from
the supply point to the consumer. However, conditions arise from either the supplier or the consumer
that deviate from the "normal" conditions causing water to flow in the opposite direction. This is called
backflow.
A backflow device prevents contamination in potable water. There are more than 10,000 cases of
backflow contamination reported each year, which can be extremely dangerous and even fatal. The
Environmental Protection Agency (EPA) requires that local agencies be responsible for maintaining the
purity of the water. As a result, most local counties or water suppliers require backflow prevention
devices be tested annually.
A properly working backflow device prevents the unwanted flow of potentially contaminated water,
used water, industrial fluids or other substances from any domestic, industrial or institutional piping
system into a pure or potable water system.
County authorities require that backflow devices be tested annually and will typically send a reminder
several weeks before the test is due. The test must be completed by a person possessing a valid
Certificate of Competence issued by the County of Los Angeles Health Officer.
